When a private individual hires someone for household work in and around the home on a limited number of days per week, that falls under the Dutch Regeling dienstverlening aan huis. In that situation the customer and the cleaner make their arrangements between themselves, and obligations apply to the customer too — among them the minimum wage and continued pay during holidays and illness.
